Those with cars have all left.  However pensioners are trapped also mothers with young children.  Mariupol is the headquarters of the Nazi Azov battalion who are holding these people hostages as human shields.  Even the Ukranian forces are repelled by the nazis.  Putin knows that Mariupol is being held by the nazi Azov battalion.
